| Details | In Franklin, Minister of Town Planning (1948 A.C. 187) Lord Thankerton said that the proper significance of the word 'bias' is "to devote a departure from the standard of even handed justice which the law requires from them who occuÂpy judicial office or those who are commonly regarded as holding a quasi-judicial office, such as an arbitrator".
